News Evaluation Department
A study commissioned by the Evaluation Department of Norad synthesizes lessons learnt for environmental assistance through multilateral organizations. Some of the conclusions are :
- assistance provided through multilaterals has been of variable quality
- results-based management systems followed by UN organizations are weaker as compared to those of the World Bank and GEF,
- results of the World Bank assistance are variable at the country level, and the planning processes of the GEF are time consuming.
The authors recommend a results-based criteria for allocation of aid among the different multilaterals.
The study draws on a sample of recent evaluations and research papers and makes an assessment of the experience so far.
